Presentation of the Higher Institute of Civil Protection Studies (ISEPC)

The ISEPC is a State Public Administrative Establishment (EPA) with legal personality and financial autonomy.

Based in Ouagadougou, Burkina Faso, it is under the technical supervision of the Minister of Civil Protection and the financial supervision of the Minister of Finance.

It is governed by the following legal texts:

  • Special status: Decree No. 2023-0580/PRES-TRANS/PM/MATDS/MEFP approving the special statutes of ISEPC dated May 12, 2023
  • Internal regulations of ISEPC dated August 2021
  • Organization and operation of the General Management of ISEPC: Order No. 2023-0661/MATDS/SG/DG-ISEPC dated June 9, 2023
  • Strategic development plan: ISEPC Strategic Development Plan 2024-2028 (PSD-ISEPC 2024-2028)
