The Higher Institute for Civil Protection Studies (ISEPC) and the West African Science Service Centre on Climate Change and Adapted Land Use (WASCAL) signed a memorandum of understanding on Thursday, February 12, 2026, establishing a formal framework for scientific, technical, and educational cooperation.
The objective is to pool expertise to strengthen research, training, and operational capacities in the areas of climate change and disaster risk management.
In his address, the Director General of ISEPC, Lieutenant Colonel Gerard Bambara, emphasized the strategic importance of this collaboration for the development of applied research, crisis management, and technical certification.
For his part, the Executive Director of WASCAL, Professor Emmanuel Wendsongré RAMDE, reiterated that this partnership is fully aligned with the regional mission of capacity building in the face of climate challenges. He also announced the 2026 annual collaboration program, which will feature the production of joint scientific work, the organization of joint conferences, and mutual technical support for the various projects undertaken by the two institutions.
Through this agreement, WASCAL and ISEPC reaffirm a shared vision based on science, innovation, and institutional cooperation, serving climate security, research, and resilience in West Africa.
